A Collaroy seniors housing proposal covering land on Eastbank and Homestead avenues has been declared State Significant Development following a recommendation from the Housing Delivery Authority (HDA).
The proposal covers 21 Eastbank Avenue and 8 and 22 Homestead Avenue and is recorded as EOI 376994. HDA information outlines a concept proposal for 388 independent living units, with the first stage comprising two buildings containing 102 units. Between 2 and 3 per cent of the housing is proposed as affordable housing, with The Salvation Army identified as the operator.
The signed ministerial order formally includes the Collaroy properties among the latest developments declared State Significant. The declaration enables the project to proceed through the NSW state assessment pathway but does not amount to development approval.
The HDA proposal differs from the other housing projects included in the latest round because it is specifically classified as seniors housing. The concept seeks approval for 388 independent living units, while Stage 1 would account for just over a quarter of the proposed total.
Collaroy site has decades-long aged care history
Part of the development land is already associated with aged care operated by The Salvation Army. Pacific Lodge Aged Care Centre operates at 8 Homestead Avenue as a 24-hour residential aged care home, according to current aged care records.
Planning records show the broader Salvation Army site has previously been subject to major seniors housing applications. An application lodged in 2010 covered 8 Homestead Avenue and part of 22 Homestead Avenue and sought staged housing for older people or people with disabilities. The former Sydney East Joint Regional Planning Panel approved the application in April 2011.
Earlier council assessment records also identify 21 Eastbank Avenue, 8 and 22 Homestead Avenue as part of the Salvation Army’s Collaroy site. A previous redevelopment proposal included a 102-bed aged care facility, 127 independent living units and a community centre.
Full planning assessment remains ahead
The latest declaration represents a new State Significant Development pathway for the 388-unit concept rather than approval for construction.
A formal SSD application would still need to provide detailed plans and supporting studies before public exhibition, assessment and determination. The HDA’s published records state that its recommendations do not themselves provide State Significant status, which is confirmed separately through a ministerial declaration.
